Cooey based tranquilizer rifle fires 209 primers

Here is a very unusual rifle. Bore is 0.433" after the .177" short rifled section ahead of a centre fire chamber that accepts a 209 shot shell primer, but the firing pin is too short to fire. Why I say it is not a firearm and does not require a PAL;

The rifle will not fire any rimfire as it is centre fire. In other words engineered to not accept known ammunition, so as to avoid over pressure / over speed of a dart.

I believe this is a non gun because it cannot accept a known ammunition and is designed to project tranquilizer darts or biopsy darts at less than 500 FPS.

The rifle is made from a Cooey but will not accept a Cooey bolt as the chamber is set back. The chamber will accept a Flobert blank but the rifle is centre fire so will not fire the blank. Regular .22 short will not chamber as the chamber steps down too soon to 0.177"

. There is no extractor so I assume user must pick out the 209.
